The Kansas Department of Health and Environment (KDHE), in collaboration with the Kansas Department of Administration, has released the KanCare Medicaid & CHIP capitated managed care request for proposals (RFP) for the provision of managed health care coverage to low-income children and pregnant women, seniors aged 65 or older, individuals with disabilities, and some parents who meet income eligibility requirements.
The current managed care organization (MCO) contracts expire on December 31, 2024.
This RFP was carefully developed based on valuable feedback from members, providers, stakeholders and legislators. The State expects selected MCOs to provide the expertise, experience, innovative strategies, methods of approach and capabilities necessary to advance the KanCare vision and goals. The MCOs must demonstrate congruence with the KanCare vision and goals in all aspects of their performance under the contract.

KDHE provided an update on how the input has been used to develop the RFP during a series of four public meetings on October 24 and 26, 2023. The presentations used in these meetings and recordings of the meetings can be found below.
To gather input from members and stakeholders, the State held four information sessions April 11 and 13, and an information session for payors and bidders on May 2.
Members and stakeholders who attended these sessions were provided updates and given the opportunity to share their ideas about how KanCare can be improved. The information shared by State staff is available below, and recordings of the meetings can also be found below. A compiled report of the questions and comments from these meetings is linked below.
